Seven Charged in Connection With In-Custody Death at Monroe County Jail

MONROE COUNTY, Tenn. — Seven individuals, including correctional officers and jail nurses, have been indicted in connection with the February in-custody death of 74-year-old Elijah Lester Isbill, the Tennessee Bureau of Investigation (TBI) announced Tuesday.

Isbill was arrested by Madisonville police on Feb. 6 and booked into the Monroe County Jail, where he was placed in a restraint chair by corrections officers. He was later found unresponsive and transported to a hospital, where he was pronounced dead. The TBI began investigating the case on Feb. 7 at the request of 10th Judicial District Attorney General Steven Hatchett.

On Sept. 3, a Monroe County grand jury returned indictments against:

  • Joshua Duncan, 35, charged with one count of official misconduct. Bond: $5,000.
  • Jerron Henry, 25, charged with one count of official misconduct. Bond: $5,000.
  • Tyler Finger, 33, charged with one count of official misconduct. Bond: $5,000.
  • Elijah Spencer, 25, charged with one count of official misconduct. Bond: $5,000.
  • Tommy Reagan, 24, charged with one count of official misconduct. Bond: $5,000.
  • Greg Mills, 52, charged with one count of false reports. Bond: $5,000.
  • Courtney Woods, 35, charged with one count of criminally negligent homicide. Bond: $5,000.

All seven defendants turned themselves in and were booked into the Monroe County Jail.

Authorities emphasized that the charges are accusations and that all defendants are presumed innocent until proven guilty in court.
